If it is not urgent that the legislation goes into effect immediately, then why don't we have time to go through the normal process of holding Congressional hearings on the pros and cons, accompanied by public discussions of its innumerable provisions

Thomas Sowell is great and the cited article is great, but he isn’t a Stanford Professor. He has been a professor at other noted universities, but today he’s a fellow at the Hoover Institution The Hoover Institution is located on the Stanford campus, but it’t not actually a part of Stanford University.
