I’ve been to an inner-city church whose building didn’t look like a church..a drunk or a curious passer-by (we weren’t sure) stumbled in to see what was going on..and then left. We prayed for him. That is an attempt to alter behavior by prayer. So it would be nice to know that children of God are praying for the sinners that surround them regardless of where they might be. Take care...

My favorite church is a (traditional) Catholic chapel in a very poor area, no doubt with a meth lab or something pretty undesirable within a very short distance. Many good people as well. Yes we pray for them. I don’t believe we actually see these issues any differently.
