Cutting it open would cause it to descend to fast. The speed would increase
exponentially as it descends due to loss of heat.

skydiver would hit the balloon at a fairly high speed unless he deployed his shute and tried to land on it that way.
shoot some holes in it and let the air leak out.

I keep praying that the little guy freaked out when the thing started coming loose and hid. Hopefully that's the case. This is like the baby Jessica stuck in a well story all over again.

I heard Fox News says 25MPH and 2,000 ft. On the video they are showing, it looks like it’s not full of helium. As it spins, the low side appears deflated and contributing to the spin.

Heading east in stable winds and cooling temperatures, which will cause it to descend slowly (which is good).
They should NOT attempt any rescue until he gets close to the ground, or the poor kid will get killed.
He’s probably having the ride of his life, as he was helping build it, and knew exactly what it would do...
