East as in positive or east longitude 0-180 as opposed to negative or western longitude 0-(-180)

All these statisticians use averages. But I would assume that if you use a gallon, it goes back into the water source and then you use that gallon again, they count it as 2 gallons.

Most houses have water meters right? From there they just figure out average water use and multiply that by total number of houses. Or they get a water used/person and multiply that by 6 billion.
