Is there a question about the effectiveness of the technology? Is there possibly a problem with the particular system installed?
Is there any possible reasonable explanation for this other than bureaucrats being bureaucrats?

It should be amended to read: "You think new technology will be as readily available as it has been under Obamacare?"
