That is true and it looks like they're getting hard and fast.
Hedging bets. Most of its contracts are government contracts. They saw the ignorance of the Taxachusetts voters. They need a friend in government especially one that owes them a favor.

There was talk of ending the tax breaks if Raytheon held layoffs a few years ago. They probably made a deal with Deval to hold off the announcement if the state promised to not raise their taxes.
