On Sunday, the White House condemned the watchdog group WikiLeaks for releasing documents detailing diplomatic talks, saying that "such disclosures put at risk our diplomats, intelligence professionals and people around the world who come to the United States for assistance in promoting democracy and open government.".

Am told Pres. Obama's announcement at 1135a has to do with a federal employee pay freeze. Details yet to come.

Obama is just getting out ahead of the 112th Congress. He knows that the Reps in the House were planning such a pay freeze. Now he can claim credit and won't have to bear the electoral consequences from the public government unions until the next election cycle. He has plenty of time to make it up to them by 2012.

I assume he will exempt the military from the freeze.
