He writes the laws.
He doesn't have to follow any of them.
Plus Tag laws are state laws, written by state congressmen.

Personally speaking, I think annual “registration” is nothing more than a scam. If I own a vehicle, why am I re-registering every year? If nothing has changed, I don’t see the need other than a state sucking more money out of its citizens.

Weiner has agitated for higher taxes and more government regulation, but has apparently evaded his responsibility to pay for fees owed the state of New York for the last four years even switching plates to save himself a few hundred dollars. This leads one to suspect that perhaps his income taxes might deserve a little scrutiny, given his scofflaw and self-centered pattern of behavior.
