HTML tags are placed manually to do the quote/italic things. If your using Firefox, there are some add-ons that allow right-click tag options.
Been there..Done that in Ma. Deval Patrick was providing used cars to people on welfare in the western half of the state. The worst thing was they used mechanics in NH to fix the cars before giving them away. Howie Carr was a big part of stopping this crap.

When you type in your repsonse, and send it to FR, FR's software autoformats it by inserting a paragraph tag in everywhere that you hit return and created a paragraph (see below for what a paragraph tag looks like). When the post is displayed, everywhere you hit enter will begin a new paragraph.
When you put even one tag, of any kind, into your post, it is detected and FR's autoformating is turned off, so every paragraph must then have a paragraph tag in front of it, or no matter how it looked when you typed it, it will all be in one big paragraph.
<p> Put at the beginning of a new paragraph
<i> Begin Italics
</i> End Italics
<b> Begin Bold
</b> End Bold
Thus if you want a post which look like this:
Question
Answer
You should type in :
<p><i>Question</i>
<p>Answer
