The part about subs being the intended recipients seems dubious to me. It's more likely that the South Koreans are sending messages to their agents in North Korea. Any insights from you radio enthusiants among us?

Submarine carries a nuke and 'sneaks' to mexico.
Nuke unloaded in Mexico, and is loaded on a plane.
The plane flies to the middle of the country, setting off an EMP.

So called "number stations," for the most part, were used primarily as a distraction, sending gibberish to overload decoding branches in the old days. They were particularly active out of Cuba, and they also commonly operated on side bands of regular broadcasters.
Not saying "nothing to see hear," mind you. Just sayin'
Actually, this feed looks a little infantile.

We have listening devices set up to listen to resonate frequencies made by ALL ships including subs.
if we want we should be able to shoot them like ducks in a pond.

It is a Cuban number station, Enigma list HM-01, assigned on 18 Nov 2012.
It is a hybrid mixed-mode variant of Cuban XVII Family. Each broadcast consists of alternating SK01 and V02a repeating sequences.
NK doesn’t transmit in a Spanish language numbers format.
