Its an AFP syndicated article... Agence France Presse.. meant for an international audience, so to simplify, they probably just put it out as US Police, instead of the concerned local agency

backyard when a neighbor called.
I am so glad these women are free and I hope they can begin their lives now.

They are from Puerto Rico and the Puerto Rico flag flied at the house. Don't know about welfare. Somebody said a sister is in jail, but I don't know if this is true or not. There does seem to be either a genetic defect or really horrible parenting to have three brothers involved in such horrible acts.
