You can put a suit and tie on a criminal but it changes nothing. The prick is still a crook.
If he can brazen out this scandal and keep Holder in place, it means his enemies are totally impotent.
He has the mindset of a Stalin or a Mugabe. The only thing that matters is imposing his will and winning. So his inclination will be to keep Holder at all costs.
