Received the following response from the Princeton Univ. Library. I have not yet followed up with the suggested source of additional information.

The painting is now part of the Princeton University Art Museum collection. I was able to find an image in the database ArtStor. Enlarging the image seems to confirm that Washington is depicted holding the standard of a billowing flag.
