If anything, the author (like you), by saying "allowing" backs off of a direct statement that God is doing it.
God, however, in the Isaiah passage isn't afraid to take the credit.

Yes, He says He WILL.
I believe that when a society removes the most productive, intelligent, and natural leaders from it’s culture it will inevitably lead to a societal collapse. When this happens, “men” will be needed again and will naturally pick up the reins. However, an equally likely outcome is revolution. Men do not wear chains lightly, and if pushed against a wall in which they can no longer be left alone by a culture they despise, they will fight back. The threshold is different for each individual, but eventually a critical mass would be reached.

Paul was a real tough man to put it lightly. But he didn’t use the sword when faced with hands on oppression/evil, he used love and testament to win souls.
I have no idea how we handle what we know needs to be handled. Voting IMO is now like me facing a brown bear with a stick. Yeah, its better than my hands but that is about it.
I always wanted to do a intense bible study with good Christian men to see what can or should be done. I just don’t know too many that think the issues today are that important and want to tackle the bible to see if answers can be drawn.
