Didn’t legislation to ban paper bags begin in California, and they mandated everyone go to recyclable plastic bags?
The farms here are littered with the plastic bags, they are all over the place.
Our local store charges 10 cents per paper bag, and they don’t know how to load them like the old days. Nice and square they were, bread on top. Now they just jam the crap in there.

First they yelled and screamed about paper bags, pushing everyone to use plastic bags. Then they decide plastic bags are evil and ban them. Noone seems to remember that the only reason we’re using plastic bags rather than paper ones are because of these loonies.

Target in HI no longer provides ANY bags, paper or plastic.

In Texas the store will pack your heavy groceries (gallons of milk etc.) in double paper bags with handles or double plastic bags, whichever you want. Paper or plastic they always ask. They offer reusable bags for sale if you want them but these is no big push for you to use them. Yeah, I know, we are real backwards here. :)
