I've been asking the same question and as always, it comes down to, 'follow the money'. I believe this is a means for more wealth transfer. We know that Holder and Obama egged this on. Businesses that burned will place claims against their insurers (evil capitalist corporations) and local workers will need to rebuild those businesses. You know there will be government assistance to help rebuild, as well.
Tear it down, build it back up using other people's money. Just think how spiffy the neighborhood will eventually look with all those new buildings.

Years ago, I studied labor economics and strikes.
Strikes are used as leverage to obtain gains not possible at the negotiating table. But, strikes have another and more common function. Even after there are no more possible gains, there are strikes. Both sides allow the strike knowing it serves a very useful purpose.
That purpose is the same as the pop off valve on a water heater. If the temperature gets too high and the pressure increases dangerously, the pop off valve releases the pressure in a controlled manner. The pressure release although destructive was regulated and contained
