We use POINTS in the United States...get caught driving 14 over more than a few times and you won’t be driving.
Takes care of crappy drivers and prevents the pigs from becoming a defacto tax collection army.

A $25 using a cell phone in car ticket works out to about $250 when the gov’t makes up add’ll charges like you live in one county but got the ticket in another so we charge you for 2 court houses. happens in southern california.
