Well, yes. The Federal version and other state versions hve been used to protect Muslims, American Indians, and other religious minorities, so why not Wiccans?
It seems all that is OK with liberals — only Christians don’t hve a right to use RFRA to protect their religious freedom and expression.
The best way to get liberals to turn on one of their own laws is to use it in ways they dislike — see the Independent Counsel statute.
