Neither. Keep your children under control by raising them God fearing and moral. Some will always stray, it's the nature of humans. But do not tacitly approve by making it easier for them to misbehave.
Your recommendation makes sense where children are raised in relatively normal circumstances. However, my late husband taught for many years in inner city schools in high and junior high grades. One year he had an entire class from a cabin village for children with no parents who lived in group homes. Also, many of his students came from single parent homes where the parent, usually the mother might have to work 2 or even 3 jobs to pay the rent and feed her children The idea that making it easier for them to avoid pregnancy would count as tacit approval just makes no sense. These children usually have minimal supervision because the mothers cannot afford good child care, they are subject to pressure and seduction from older boys and men, and although this might not protect them from diseases, at least they are much less likely to have a baby that might also be diseased and that you and I would end up paying for over many years—medical costs, special education, and eventually possible criminal costs.
I knew a young man who attended one of these schools when young, although not in the worst neighborhood. He said that even as young as the third grade, children were sneaking into the coat room to engage in sex play while the teachers were out supervising the playground or eating lunch. On the other hand things are not so peachy in the rural heartland either. I was told by a man who grew up in a Middle West rural town (500 or fewer people) that the boys engaged in sex play until about age 15 at which time they became interested in girls, all except one guy who turned out to be permanently gay. One time he also was walking across a field and found one of his age mates doing a goat. The fellow threatened to kill him if he told anyone. It was quite a religious community I might add.
I share your concern about resistant venereal diseases, in fact all resistant diseases. There is just too much prescribing of antibiotics which only work on bacteria. People beg for antibiotics for colds, flu and other virus illnesses for which it is totally useless. People need more education and doctors need more will power.
It also decisively prevents the development of a marriage culture (which is to say, civilization) which will alone restore sexual sanity.
Protect children from rape. A hard thing to do? Then do the hard thing: protect children from rape.
Most societies manage this, whether they are poor or prosperous, urban or rural. Most societies have raised children free of a hypersexualized social environment, and with moral and customary guardrails such as body-modesty, a positive honor for sexual purity and an ingrained disgust for horndoggery.
Other societies have honored women and girls and did not think it necessary to employ veterinary measures like spaying.
The solution is civilization.
