Of course that won’t be his legacy.

His legacy will be that he gave the Democrats all they wanted DURING HIS TENURE.

And in case anyone is confused about his loyalties: Fincher is using all the talking points from his friends on K Street to justify his actions. Speaker Boehner does have to accept the discharge petition to begin the process, but we can speculate that he already has.

This is a very big deal as Dan Holler of Heritage Action explains:

“[A]ny Republican that offers or joins a discharge petition with 180 or more Democrats is sending a signal to the soon-to-be-new leadership team that Nancy Pelosi and Barack Obama are now in charge.”

This will be an important test for McCarthy: If Boehner and Fincher succeed in bringing Ex-Im back from the dead, his ability to lead the GOP conference would be rightfully questioned. I certainly hope we remember these alliances of convenience and the effort some Republicans put into reviving one of the DC’s most crony institutions.

Talking about Democrats and Ex-Im, over at Econ Journal Watch, GMU’s professor Dan Klein, Ryan Daza, and I ask: Why Weren’t Left Economists More Opposed and More Vocal on the Export-Import Bank? After all, liberal economists have traditionally been in favor of free trade and are still critical of other policies and programs resembling Ex-Im. As such, you would think that they would be up in arms about this. But with a few exceptions, like Dean Baker, they weren’t. Here is our conclusion:

Among Onalytica’s top 200 economics blogs, a few left economists raised the Ex-Im issue and offered comments that, on balance, seem neutral with regard to the policy issue on the table. But most left economist bloggers simply fell silent on the matter. That list of 200 blogs may not be representative of the relevant universe of economic discourse, but it is our impression that it is. Kling’s observation quoted at the head of this article is found to be sound as regards Ex-Im.

One very notable exception, however, is Dean Baker, a left-leaning economist whose blog, Beat the Press, is not included in the Onalytica list. On his blog and elsewhere, Baker has very consistently opposed Ex-Im (see, e.g., Baker 2015a; 2015c). But Baker himself would probably agree with our conclusions here. As he remarks, in a piece titled “Export-Import Bank Debate Reveals the Corruption of Economics” (Baker 2015b): “It is striking that so few economists have been outspoken in opposition to the reauthorization of the Export-Import Bank.”

Kling suggested that Ex-Im is just one topic on which, by and large, normally vocal economists on the left fall distressingly silent. Another topic is investigated by Jeremy Horpedahl (2015), namely Uber, Lyft, and similar transportation network companies, and he finds similar results. Like Kling, we believe that the same pattern can be found on other issues as well.

Boehner is a dead man walking, yet he thinks he still has power and influence to push an agenda. The sheep in congress will be sizing up his likely successors and trying to ingratiate themselves to him, not Boehner. Until they know who it will be they will not go out on a limb on anything lest they find later that the new speaker was opposed and holds it against them. Boehner may try to use a firm hand but he’ll find nobody cares about him anymore.
