Although the wording of the OP makes it sound like Congress is a victim in this issue, Congress has the constitutional power to impeach and remove from office lawless Obama Administration officials for this unconstitutional action.
Instead, Congress seems to be wrongly giving the impression that it cannot do anything about it. So corrupt Congress, the post-17th Amendment ratification Senate in particular, is basically hurting the states by letting administration officials get away with stealing 10th Amendment protected state policing powers, and exercising those powers with respect to this issue.
The ill-conceived 17th Amendment needs to disappear, and corrupt senators who allow foreign countries to steal 10th Amendment-protected state powers along with it.

This “Strong Cities” subject is bullshit. It is a way to elicit a response so they have an excuse to seize firearms and kill US citizens.
