Bail that high is not that unusual when some one has ‘means’ (i.e. money enough) to flee the country.
It is designed to keep him here. The court may have asked him to surrender his passport as well.

If there is not forensic evidence, there is no evidence. Period.
Before the development of forensic science, there were far fewer convictions than there are now. The problem with witness testimony is two-fold: 1) human memory is terribly unreliable, and 2) anyone can get up on that stand and say anything. These problems have been recognized for centuries, and are the impetus behind the development of forensic science. Thank goodness we now have forensic science to both keep innocent people out of prison and to properly identify the guilty!
