The warhead weights 18-20 pounds, so I HIGHLY doubt it was simply going to be harvested simply for the charge.
The intended use would probably be for a target 5 miles out or closer, and would probably be stationary.
The bad guys would really, really want to exploit the *accuracy* of this weapon:
Like some important, high-value facility or a VIP giving a speech at a known location.
