I can only guess that between Geman -> English translation and the Geman legal code, it means something prosecutable. If they start prosecuting people who insult mass murderers, then Germany or at least the Munich Prosecutor is dumkopf! At this level, they'd have arrested the surviving Israeli 1972 athletes for not having joined the hostages!
