Congress can hold a person in contempt if that person obstructs proceeding for refusing to testify or refusing to provide documents or answers..among other issues.
However, A Republican Congress on its own jailing the Felon running for office even when deserved would be the biggest election story ever and be magnifed by the prejudiced media as purely political. A 24/7 assault on Republicans would result. No other story would matter.
Under the conditions existing now, an FBI incrimination of her would ruin her just as Nixon was destroyed by his own misdeeds as uncovered by an independent investigation of a special Prosecutor. The political angle was removed; and thus, his downfall resulted.

We can recall in one of the early hearings with Hillary giving testimony, Rand Paul asked her the question about arms going to Turkey from Benghazi. She thought she was being clever by answering: “To Turkey? You’d have to ask the agency about that.” I believe she also added, “I can check and get back to you on that.” The minute she answered a question with a question, Paul knew she was lying. I don’t know if she ever got back to him - he’s never said one way or another.
I believe this was at the same time that Chaffetz or another senator objected to someone pointing out the location of the CIA annex on a map in the hearing room.
She could always get out from under her reply that day to Rand Paul’s question by claiming the arms DIDN’T go to Turkey - they went to Syria. Nit picky but she’d do it!!
But sadly I don’t think she was EVER asked to explain it.

Only because of foot dragging. They let it go until too late in the day. Years of opportunity to address her perjury were squandered.

We’ve seen how effective that was.
Congress shirked their duty by referring to the Executive. A big big part of this was due to the despicable groveling Boehner.
I reassert: Congress has done nothing of consequence.
Rand is trending waaaayyyyyy up in my eyes lately!
We should have been hearing this “jail call” from a majority of federal legislator bastards for years!
