I think Ken Follett worked out a way for Cali to “secede” from the nation in “The Hammer of Eden.” Requires no vote. Not that I am suggesting that anyone do this! See also Bond, James.

No, California is not a lost cause. Why should we give beautiful California to a bunch of smelly leftists? They did nothing to earn it except populate the state. They need to leave or pledge fealty to the US Constitution.
Anyway, we have a lawful way to take back California from the leftist, thieving scum. It’s called the 1867-68 Reconstruction Act. It begins by declaring the state of California in insurrection. Step two involves appointing a military governor to California, backed by troops.
