Which I take to mean the Raven refinery at $500 million is not a really big effort
Per the article:
The facility located in the southwest corner of Duval County off of Texas Highway 359 will be able to process up to 50,000 barrels of Eagle Ford shale light crude oil a day, and will have up to 4 million barrels of available storage, the company said in a news release.
The Whiting project INCREASED overall production 15% to 410,000 barrels per day. Of which 260,000 is Canadian crude.
The 260,000 barrels is what the project was SPECIFICALLY designed for. Canadian crude.
High sulfur, very corrosive to piping systems.
That is why the project was $3.8 billion.
Basically ripping down about half the refinery and building a whole new one in its place.
Production value wise, the BP WRMP is over 5 times the size of this new refinery in Texas.
The entire Whiting refinery produces over 8 times what the Texas plant will.
But...workers will love the work for the 12-15 months that it goes for.
BP Whiting was built in 1889 by Rockefeller, and yet about 70% of the plant is less than 10 years old.
There are some buildings there that date back to the early 1900's, but what's in them and what they do is more modern.
I would imagine that this refinery will be built like most new projects in the loop, modular. I came off of one in Freeport, it was all large modules, down to the piping, the foundational supports were already there and waiting. Doesn’t take a real long time to build. The tankage will not take too long either.
Yep...built offsite and shipped in. Then lifted and put in place, then bolted and welded together .
The issue is the type of oil, we ship non=sweet EPA approved oil to other countries.
The new big oil find and President Trump should mean more refineries and a curtail on the EPA.

The technologies for the individual units has changed significantly since the last refinery was built, however this is a function of licencing a more update design.
Looks like he was a cruzbot and got butthurt over the Trump shellacking.

Unfortunately, we lose a lot of good people around here because of overly heated discussions.
During that time, I was more on board for Cruz, but still liked Trump, and saw what was going on between the 2 factions.
Happens every election cycle here.

I personally can't see myself getting so ticked that I stop entirely from being here.
There have been a few people who have really irked me here, that if meeting them in person, I would have MUCH ENJOYED giving them an attitude adjustment. But to leave entirely?
