Yes Charlie Sheen probably contributed to other people catching HIV and that is against the law. But in his world proving who did it would be hard since they probably all are hookers and druggies.
I think in the 80s when people were literally dying around them, most gay men became (belatedly) careful. Since HIV has become a chronic condition instead of wiping people out, gays are not always so careful.
