That really sounds like she’s urging the CIA to kill Trump.
So the question becomes “what has Obama done to make the CIA a threat to Americans?”.

The people in the CIA work for the POTUS...and every one of them works at the pleasure of the POTUS. In short, they do not have what people erroneously call “civil service protections”.
We will see if the people in the CIA are stupid enough to try to run a shadow government and how long it will take for President Trump to put those engaging in such tactics out of the soup line.
Ordinarily the CIA can threaten POTUS because POTUS is a politician, and the CIA would have been collecting information on them for years.
Trump on the other hand was a real-estate developer and reality TV host. I doubt the CIA had anyone assigned to gather dirt on him. They’ll be starting at square one with an empty file.
