Can a President legally make a recess appointment to the Supreme Court, if he or she has evidence of unwarranted delay and slander of said nominee?

I have no clue about the law regarding that. I think I recall that a President could appoint a SCOTUS during Senate recess. Then something in 2014 may have changed that.
Not sure, though...
