Is it legal for US cities to implement parts of this Paris Treaty? I would like to think we can stand up to some of our mayors for saying they will implement it in our cities.

So Michael Bloomberg who is worth $40 Billion or more is so committed to the climate change nonsense that he is donating a whole $15 Million over 2 years, a whopping $7.5 Million a year equal to .0001875% of his wealth.
The self-important can spend as much of their money as they want. Spend none of mine.
A list of those foolish organizations would have been nice, so that investors / donors in them can pull out and protect their money.
