"Any sailing vessel, under sail, is a privileged vessel and all power vessels must give way to the sailing vessel. If the sail vessel is underway using mechanical power it must follow the rules of right of way"
However that is not always the case. Small sailing vessels in shipping lanes do not have the right of way, as they are not a burdened vessel compared to a laden ship like a container vessel which needs miles to stop or turn. Saw that put to the test, not pretty, many plastic splinters, fools got off in time no one hurt ...
