While this is moving in the right direction, and interviewing people for their reason for renting is good too, people with a mission will steal a van if they cannot rent one. This kind of control is a start but not the end point.
However, one thing that would work (idea from Gutfeld’s show): When caught, all property is forfeit and all family members are deported (or arrested if charges can be brought). We need to hurt them and this is something that would be effective.

If people who run car rental businesses can identify terrorists they should be paid more... and moved into intelligence services.
If some bureaucratic system can identify terrorists that system should call the cops and have identified terrorists kicked OUT OF THE COUNTRY - - NOT JUST STOP THEM FROM RENTING A VAN.
Indeed all one has to do to rent a van find a stoner or wino to rent it.
You can't do this effectively without profiling, and certainly not with Holder/Obama "equal outcome" policies. They'll be screaming "discrimination" in a couple of months.
