They were passed over for all but the most menial jobs. The legal system was especially harsh to them. Welfare and other forms of government aid were shoved at them, in the effort to buy their votes and keep the largest percentage of them dependent and unmotivated to achieve. They were not permitted access to public facilities.

This began to be remedied in the 1960s

It's still happening to them, thanks to progressives (who don't even regard them as human. Not one bit; never mind that 3/5 stuff.) And they're doing it ON PURPOSE!!!!
