She was probably mentally challenged when attempting to vote, because she didn't have a script in hand and a director to tell her how to act. They act on things they know nothing about, based on a director telling them how to go through the motions.
In real life, it's a challenge for them deciding what clothes to wear to go outside. Other than clothing and restaurants, there's no room in their heads for critical thinking. No one relies on them for information (but don't tell them, you'll hurt their snowflake feelings).
