You seem to believe that the Church should not be a human institution and should only be populated with and led by sinless people.
I only point out that MS. Parker is in error simply for the reason you state. Religion is human. And it goes beyond the institution. It’s also the individuals.
If you were to take down a nation, where would you start first? Within its moral ranks. Satan is at war with the church and therefore its leaders and members are constantly under attack. The church is infiltrated by those who want to live a life in opposition to the head of the church, the Messiah and Savior, in whose steps they/we are to follow.
Seeing the corruption is what is keeping you from knowing a forgiving and loving King of kings who is no longer a servant but a warrior and who is also the judge advocate of those who in humility acknowledge their failure to Him. He taught them to pray “forgive us as we forgive those who trespass against us” because those who know Him want to be like Him.
Throughout the Bible the prophets and teachers said if you want to know God, get close to Him and He will get close to you. Don’t let anything get between you and Him. Not anything or anyone, especially yourself! :) talking from experience.
What is in The Bible are the weapons and the armor to keep one from being attacked and to fight those attacks off. America is in a spiritual war.

I disagree that we hold ourselves to those two commandments - the presence of the Holy Spirit - Christ in us - permits us to indeed obey them.

You use the word permits. That is simply an authorization. But not a perfection of meeting those two commandments.
Surrounding ourselves in and practicing/embracing religion will not result in Ms. Starr's conclusions.
Seeing the corruption is only the evidence just as seeing the dead bodies is evidence of a killing.
Do you also look for evidence of God?
