The purpose of the ham radio communications was not about openly discussing 'secret plans' on ham radio frequencies.
The purpose of the ham radio communications was ,possibly, to signal 'document drops'. One could broadcast a message such as "pick up my clothes at the dry cleaners" and the 'receiver' would only have to listen and not return a response. This would mean NO ONE could ever detect WHO the message was intended for. There would be NO PROOF of any communication/collusion between the two parties.
