This would be an excellent first step.

And if any manager of Federal Employees pick somebody of the wrong group, (anyone not white male), the screaming and lawsuits over racism will be huge.

But white males will be fired easily and with little problem.

And you thought the Federal Government did not work well now, just wait.

At the Air Force Base where I worked as a civilian employee it seems that the sorriest employees complained the most to the union. The dependable employees just did their jobs. Thanks to the union and the sorry employees, we were tarred with the same brush they tarred themselves with. Civil service may be more properly termed Snivel Service or Drivel Service.

Now he’s done it. Trying to justify their fat salaries by loading tons of regulations on US taxpayers or just watching porn all day, federal workers will demand that he keep his hands off their benefits. It is their right to rip off the rest of the country, making the five counties near D.C. the richest in the nation.

Tillerson has cut 12% of the dead wood at State.

Meaning 88% of the dead wood is still there. The people who are leaving are the ones who get frustrated and decide to take a gig with a Liberal think tank or Leftist nonprofit. We're not really cutting into the trunk yet.

You are right. No wonder federal regulations look like they make as much sense as a script from a Three Stooges film.

"When government workers get paid more and have better benefits than private sector workers performing similar jobs, we have a serious problem. I’m shocked he is tackling this."

"THIS" is called government waste.....the most pervasive Bureaucratic made 'industry' in Government today....there are people who make a tidy living off this 'waste'. If anyone can handle this mess, it is POTUS.

Agree. I have never understood why a bonus for any govt employee or job could be a part of the federal budget. Either the employee is hired to do their best on a job or a contracted job will be required to deliver their best or other arrangements are made for those who qualify and held accountable for their performances. The private sector generally expects that employees are paid for performance and if they exceed expectations it evens out the time spent on training and overhead for running the company. In govt, there are a number of levels for raising pay grades, based on performance. I believe that JFK brought the unions in with an executive order and that, in my opinion, is when the excess and abuse began in earnest.

Who’s going to decide how good an employee is, Federal Management? HAHAHAHAHA. LOOK AT Loretta Lynch, Eric Holder, and yes, Maxine Waters and then project down to the lower levels. In places like SSA, they’re pretty open about pushing the brothers and sisters and just enough “others” who can actually do the work. Talked to a guy who just retired from USDA. He backed that up.

One easy way to do it is offer each dept manager 5% of any leftover budget allocations. Adding of course the manager must prove he did finish any and all projects he was given.

Can’t wait! I’ve worked for both private and public sector and you cannot BELIEVE how jaded the “lifers” are that work in public sector. These are people who went into civil service jobs at age 18-21 and have “worked” for 20, 30, 40 years at a snails pace and are almost impossible to fire due to public sector unions.

Nice idea. Have you ever been in a Fed office that could have been conjured up by William Burroughs?
