The New Deal, Dean Acheson wrote approvingly in a book called A Democrat Looks At His Party, conceived of the federal government as the whole people organized to do what had to be done. A year later, Mr. (Arthur) Larson wrote A Republican Looks At His Party, and made much the same claim in his book for modern Republicans. The underlying philosophy of the New Republicanism, said Mr. Larson, is that if a job has to be done to meet the needs of the people, and no one else can do it, then it is the proper function of the federal government.
Here we have, by prominent spokesmen of both political parties, an unqualified repudiation of the principle of limited government. There is no reference by either of them to the Constitution, or any attempt to define the legitimate functions of government. The government can do whatever needs to be done; note, too, the implicit but necessary assumption that it is the government itself that determines what needs to be done. We must not, I think, underrate the importance of these statements. They reflect the view of a majority of the leaders of one of our parties, and of a strong minority among the leaders of the other, and they propound the first principle of totalitarianism: that the State is competent to do all things and is limited in what it actually does only by the will of those who control the State.

Im almost 50, so this has been going on for several decades prior to my birth. Thus far, we have two presidents in my lifetime that have attempted to push back against it, and the current one certainly has a much harder time of it.

@ Richardtavor...A whole lot of people are going to be eating their words when Trump takes this money, since its not a Budget, and spends it how he sees fit, and does not spend it all, which he does not have to do. Keep a eye on his tweets, as over the next few weeks he will explain to those that listen, what he is doing. Trump, Trumped them.

Trump needs to build a real wall and militarize the border over Congress' objections.
He also needs to do everything he can to financially eviscerate Planned Parenthood and regulate them into the dirt, while calling out Republicans on ending all money to Planned Parenthood, and insisting that they agree to do so in a standalone bill.
Perhaps most importantly, he needs to affirm that signing this omnibus bill was a mistake, and right the ship.
I still want him to succeed.
America is doomed unless the America First agenda is implemented.

Let's talk about what the President can and can't do for this Omnibus Bill. There's a lot of discussion both ways so let's examine how money gets allocated & spent in the US Government: 1. Congress allocates money to be spent. The President spends the allocated money. 2. Once Congress allocates money, their job is oversight of the money being spent. They don't spend the money and have no say HOW it gets spent as long as it's spent legally. That's their job to monitor with oversight. 3. Once the President is given the money with the instructions to spend it, he has a number of choices to make in spending it. There are some rules he has to follow & some of the money is fungible and some isn't. 4. However there are some other factors that are in play here. One of them is that the President has declared a Human Rights Emergency AND has notified Congress that he's invoking the Balanced Budget and Emergency Deficit Control Act of 1985. NOTE: See Letter and Link below for reference of above statement. 5. This opens up new options. 6. By making these two declarations President Trump has just communicated that he has the authority to NOT spend any funds he doesn't deem necessary and will return them to the US Treasury. So, funds for Planned Parenthood? He can simply not allocate the funds 7. Also, these declarations make some funds fungible. For instance if he determines that building a Wall on the Southern Border is a defense against Human Trafficking? He can move funds from anywhere else in the Defense Dept Allocation & simply build the Wall.
8. Congress is powerless to stop cash reallocations on an omnibus bill AND cannot stop the DOD from taking measures under a declared Emergency. NOTE: In part the above statement needs to be challenged, 9. Despite their language in the Omnibus Bill about the Border Wall, it is trumped by the State of Emergency that Trump declared
8) (sic)So in summary - This will go to the Courts. Congress will sue the President over the Border Wall. But here's how it will play out - Congress and the President are co-equal branches with different functions. Congress allocates. The President spends. 9) (sic) The President has National Security as his Primary Responsibility and it's his job to use whatever funds and declarations he needs to for that job. No Court in this Nation (except corrupt on the take Judges) would EVER rule against a President for exercising that authority. 10) In the end the Supreme Court (yes, that's where it will end) will fully VALIDATE the President's Constitutional Authority & the Wall will be built. / Letter from President to Speaker of House

McConnell isn’t embarrassed at all. He got what he wanted, screw the conservatives and President Trump.
Alas, I believe the president will prevail over time. His base might wish to sit quietly and let this play out instead of quitting at the first perceived disappointment.
