Probably because people writing the articles think that the NSA runs the staff.

I’m sure that Bolton can let Kellogg know if he objects to any particular staffers. But considering that Kellogg was advising Trump during the campaign, well before he took the NSC post, I suspect that Kellogg has done a good job of vetting the staff going back to the days that General Flynn was NSA. He’s been in charge of that since day one.

BTW, unless my memory is fading in my old age, there is no such thing as "palestinian". When Britain gave up the territory, the UN created Trans-Jordan, and was then divided into 3 territories - Jordan, Israel, Palestine. Since most of the arabs were from Jordan and Egypt (with some nomadic tribes) and gathered in Palestine, that's how they made up Palestinian. They have never had a nation, a historical region, no government, nor a different ethnicity from other arabs,
