I don’t have the facts in this case but this I do know. Banks that an institution uses do not have to be located in the same jurisdiction as their office location. My pension is from an outfit that is incorporated in Delaware, with offices in NYC, and their bank that get’s their cash income and sends out their pension checks is in Illinois. Quite often those receipts are simply mailed to a P.O. Box which is a P.O. box used by the bank servicing a company. Do I/we know that was the case with the Clinton-Bush foundation’s use of the P.O. Box in Baltimore? No. But it would have been possible, and legal.

2016 State Dept Trafficking in Persons Report ---HAITI: Tier 3

Haiti is a source, transit, and destination country for men, women, and children subjected to forced labor and sex trafficking. Most of Haiti’s trafficking cases involve children in domestic servitude who often are physically abused, receive no payment for services rendered, and may be kept from school.

A significant number of children flee employers’ homes or abusive families and become street children. A May 2015 UN report documented members of its peacekeeping mission in Haiti sexually exploited more than 225 Haitian women in exchange for food, medication, and household items between 2008 and 2014. Female foreign nationals, particularly citizens of the Dominican Republic, are particularly vulnerable to sex trafficking and forced labor in Haiti.

Other vulnerable populations include Haitian children working in construction, agriculture, fisheries, domestic work, and street vending in Haiti and the Dominican Republic; women and children living in camps for internally displaced persons set up as a result of the 2010 earthquake; members of female-headed or other single-parent families; children in private and NGO-sponsored residential care centers; and Haitians without documentation, including those returning from the Dominican Republic or The Bahamas.

Haitian adults and children are vulnerable to fraudulent labor recruitment and are subject to forced labor, primarily in the Dominican Republic, other Caribbean countries, South America, and the United States.

The Government of Haiti does not fully meet the minimum standards for the elimination of trafficking and did not demonstrate overall increasing efforts compared to the previous reporting period. Having been placed on Tier 2 Watch List in the preceding four years, Haiti is not making significant efforts to meet the minimum standards and is therefore placed on Tier 3.

In December 2015, the government inaugurated the inter-ministerial anti-trafficking committee. The government also finalized its action plan, and investigated and prosecuted trafficking cases during the reporting period. However, the systemic weaknesses of the justice system in disposing of cases and the lack of funding for, and coordination among, government agencies impair efforts to prosecute traffickers.

The government’s interagency effort to formalize victim identification and referral guidelines, like other priorities, gained little momentum due to the protracted political impasse over the scheduling of Haiti’s elections.

RECOMMENDATIONS FOR HAITI: Vigorously investigate, prosecute, convict, and sentence traffickers, including those responsible for domestic servitude and child sex trafficking; resource and implement the new national anti-trafficking action plan; increase funding for trafficking victim assistance, including by working with the donor community to develop long-term, sustainable funding mechanisms for trafficking victim service providers; train police, prosecutors, and judges on trafficking; in partnership with NGOs, adopt and employ formal procedures to guide officials in proactive victim identification and referral of victims to appropriate shelters and services; implement measures to address the vulnerabilities that lead to child domestic servitude, including protecting child victims of neglect, abuse, and violence; to counteract tolerance of child domestic servitude, educate the Haitian public about children’s rights to education and freedom from slavery; and draft and enact a child protection law with special protections for child trafficking victims.--snip--

INTERVIEW WITH CHARLES ORTEL—snip—Within two months of the earthquake, Clinton got the Haitian parliament to vote an emergency law that allowed him, as director of the Interim Haiti Recovery Commission (IHRC), to run the country for 18 months....no decision was made in Haiti without Bill Clinton’s OK.

Clinton’s HRC raised at least $9.5 billion from the international community. There were fundraisers in New York and other cities. Haitians have searched through the rubble and demanded to know where this money went, because the IHRC did not reconstruct anything. Some Haitian lawyers think that Clinton, in his role as director of the IHRC should answer to Haiti and not benefit from UN immunity.

Unless the IHRC has somehow acquired a blanket exemption from US state and federal laws — which, if true, should be memorialized somewhere — like other charities that raise money in most US states, it is required to register in advance of soliciting and to file periodic reports.

In the absence of securing federal and state tax exemptions, a US charity is precluded from suggesting to donors that they may deduct their donations on federal and on state tax returns, as laws may allow.

Moreover, to the extent foreign governments have granted money to the IHRC headed by Clinton, records must exist in the donating country that explain the process by which each donation came to occur, and that “after-action” reports may be found, issued by the more cautious donating governments that have been burned in other instances and countries.

International charities are perfect fronts for fraud. The first step is to get in front of a large incoming flow of money, ideally from millions of small donors.

The next step is to hive off as much money as the fraudsters believe they can steal, likely parking this amount in a tax haven nation where the fraudsters purchase required influence Sums declared as inflows can then be steered to connected insiders using false invoices, if records are actually used.

All this is possible when there are no competent accountants involved and when trustees are not independent, but instead, either political allies, co-conspirators, or both.

Starting with Hillary’s first campaign to represent New York in the US Senate, Clinton allies were likely solicited for multiple purposes. As the internet evolved and as speeds increase communications involving the Foundation certainly occurred.

By November 2008, when Hillary and the Obama Transition Team negotiated their Memorandum of Understanding — itself a misleading and purposefully non-binding subterfuge — email traffic certainly dealt with incoming and outgoing Foundation financial flows and with the dire financial shape of the Foundation that is so evident looking here in Annual Reports for 2007 and 2008 that are intentionally garbled on the Clinton Foundation website.

It is worth noting that major donors to Clinton Foundation entities likely have retained extensive files that the FBI and other government authorities might obtain to flesh out the known record if all missing emails have, in fact, somehow disappeared.

EXCERPT Free Beacon May 2015--- The Clintons have been working with Digicel CEO Denis O’Brien in Haiti since 2010, in the wake of the disastrous earthquake. Bill Clinton and then-Secretary of State Hillary Clinton had been active players in the country before the quake, but would assume almost total managerial control over the recovery effort via the State Department and the Clinton Foundation.

As Peter Schweizer documents in his book, "Clinton Cash," Digicel received millions in U.S. tax dollars from USAID, an agency overseen by the State Department, as part of the Haiti Mobile Money Initiative. The program was designed to establish a mobile money-transfer system that would allow individuals to send donations directly to friends and relatives in Haiti.

The State Department's "USAID Food for Peace" program, which was under the direct control of Hillary Clinton’s top aide Cheryl Mills, benefited Digicel.....to administer money transfers over its mobile network. Haitians received cell phones and a free Digicel account.

Digicel received grants courtesy of U.S. taxpayers, and collected millions in fees from Haitians every time they used the system, and significantly expanded its user base.

By 2012, Digicel had captured nearly 80 percent of the Haitian mobile phone market, and Haiti had surpassed Jamaica as the company’s most profitable market. Revenues were up 14 percent compared to 2011, and Digicel’s subscriber base increased by almost 30 percent during that period. O’Brien, who holds a 94 percent stake in the privately owned firm, continued to rake in cash. In 2014 alone, O’Brien awarded himself $650 million worth of dividends.
