“The following guidance is provided to assist applicants seeking to be licensed as a Marijuana Establishment under 935 CMR 500.000, which establishes the regulatory requirements for adult use marijuana in the Commonwealth. This guidance is not legal advice. If you have questions regarding the legal requirements for licensure in the Commonwealth, you are encouraged to consult an attorney.
Areas of Disproportionate Impact You can use this guidance to determine if an address is within an “area of disproportionate impact” as defined by the Commission to determine eligibility for economic empowerment priority status and the social equity program. Communities with a population of more than 100,000 people (Boston, Lowell, Springfield, and Worcester) will be subdivided by census tract numbers according to US Census unemployment data.”

"Definition: Priority Review will be granted to Economic Empowerment Applicants who demonstrate three of the following criteria: Majority of ownership belongs to people who have lived in areas of disproportionate impact for 5 of the last 10 years; Majority of ownership has held one or more previous positions where the primary population served were disproportionately impacted, or where primary responsibilities included economic education, resource provision or empowerment to disproportionately impacted individuals or communities; At least 51% of current employees/sub-contractors reside in areas of disproportionate impact and will increase to 75% by first day of business; At least 51% of employees or sub-contractors have drug-related CORI, but are otherwise legally employable in a cannabis-related enterprise; A majority of the ownership is made up of individuals from Black, African American, Hispanic or Latino descent; Owners can demonstrate significant past experience in or business practices that promote economic empowerment in areas of disproportionate impact."

What Cynthia doesn’t realize is that once marijuana is legal in all 50 states, a bag of weed will cost about what a pack of cigarettes does... around 5-7 dollars for the cheap stuff.
Hoodrats won’t be able to make a living from it....but big Tobacco might just become big marijuana...lol
