I didn't get that sense from reading the story - it needs to be read before one can make a comment on it unless it's just a "tongue-in-cheek" moment.
Looks more like a nothing burger story designed to maybe instill some doubt about all those who were aware of existing defects but allowed erection to continue....

It appears that the cable on the crane snapped.
At that point, it is useless for lifting anything, and is just in the way.
It bears looking into, but I don’t think the crane could have helped save anyone.
