"Those complexes have seen serious crimes, including a fatal shooting in January and a triple homicide in 2016."Hmmm, I wonder why they're monitoring that area? I just can't figure it out.

“Its pilot is Eric Cartman”
To this day he’s adamant that he didn’t get an anal probe.

Why would a Housing and Redevelopment Agency need a drone? For what possible purpose?
Agenda 21 comes to mind, practice for it once they have us all in big cities..

Probably to detect any charcoal based barbecues that might have migrated from Oakland.

A guy I know lives out in the country. Got a dog and built a dog house. About two months later he got a call from the county. “Sir - we see that you built a dog house but have not licensed your dog yet. License fees are ....”

Is it legal to laser-blind a drone?
How would they know?

Isn’t the housing agency someone responsible for safety in the project?

Question: Why Is A Government Drone Flying Over A Sacramento Neighborhood?
Answer: To get to the others side!
As much as I love black helicopters, UFOs, Trilateral commissions and such like, there are numerous non-nefarious uses for drones. Property assessments, utility surveys, mapping, street inspections. Of course all of the great law-n-order Freepers will say if you dont have anything that hide... So yeah they could be looking for your stash.

Laser blind my patooti, Mr. Mossberg could take permanent care of that little problem.
From good concealment of course.
