The big demand for illegals come from Ag/service businesses.
One of the “maybe” signers of the discharge was dissuaded by increasing Ag imported laborers.
And others fear a “lifting all boats” effect on higher skill labor wages.
There’s a ‘right’ number of foreign workers to let in legally.
I’d say whatever number results in about a ten percent increase in labor costs.
A ten percent increase in Labor costs would be catastrophic for the economy as a whole.
Swamping the labor market with millions of low-wage is of benefit for construction, farming and yard care. Since the first is heavily unionized the interest of members is being harmed.
To these “moderate” Republicans:
Finish the wall, then we’ll talk.

I would prioritize:
1) Any illegal who has been identified and can be taken into custody,
2) Any illegal convicted of a crime,
3) Any illegal drawing welfare or other government services, and then
4) All other illegals.
FedGov spends $4T a year; they can multitask. Deport all illegals. No exceptions. Calling one group the priority should not imply amnesty for or even tolerance of another group of illegals.
Unless I am mistaken even one deportation takes a long time and involves a court. That alone should cripple any effort.
We can’t even get Trump’s SC order allowed and enforced.
