Excellent ideas in your post, declare the city in a state of insurrection, close off its interstate links like the airport, amtrak, internet access and interstate buses, use the Oregon National Guard and the Infantry Division right up the road at Ft Lewis, Wash to do the deeds and make a crystal clear example out of Portland.
And federally funded highways like the Interstates through the city.
