Good restaurants check the temp of foods on buffets.
At least one buffet restaurant I no longer frequent replaced their heat lamps over the food with the curlicue LED lamps, probably to save on the electric bill.
Except that LED bulbs like that do not put out enough heat to keep the food warm.
That city's health department does not have an online complaint form so requires an in person visit to complain. Can't even email them a complaint.
