I believe it did- They looked at a lot of incidental costs when figuring out how much they are costing us- (I’m sure they overlooked some incidental costs- but i would imagine school costs were factored in, likely even costs wracked up by illegal students who committed crimes in schools and what it had cost the schools and victims- they were estimates- but the study was fairly careful about estimating)- The studies were pretty thorough I believe
