The danger was that is what if he had an explosive device and they noticed at the last minute and shot him, the bomb could have very well just fallen on the President and his entourage.

The entire incident was appalling. If the snipers were waiting to react after something happened, what happens on the 2nd, 3rd, and so on attempt? Eventually, they will have to react, and it might be too late by then.
