No. Read it again. He meant to come TO Kenya. His hagiographers praise his oratory but in fact he stumbles,stutters, resorts to words like stuff and folks, and uses the wrong word or screwed up facts. He meant he was the first sitting POTUS to come to Kenya.
I know people from Kenya. They are pretty good folk. Too bad Obama was a bad seed.

I disagree on your interpretation. The coming "to" Kenya is covered under the "I visited Kenya..." opening of the sentence. To interpret the end of the sentence the way you do, Obama would have had to say he visited Kenya as the first sitting President to visit Kenya - which is beneath even Obama's stilted level of unintelligible speech, IMO.
I think it is either a conscious taunt, or an unconscious slip of truth.
